MUMBAI: Maharashtra Government has taken a small but significant step towards ushering in an era of paperless offices with the rollout of the ambitious 'DigiGov' plan. "The 'DigiGov' framework aims at increasing the intra-office efficiencies across the administration," Vijayalakshmi Bidari Prasanna, Director Information Technology, Government of Maharashtra said. 'DigiGov' is a joint venture between the Maharashtra Government and top IT firm Tata Consultancy Services. The rollout of the project has started with the IT Department, which has become paperless, she said. The project envisages all departments of the state secretariat converting paper files into e-files, create processes and track the file till decision making is completed on a real time basis. This helps reduce the number of steps and time needed to process requests. 'DigiGov' also helps keep a tab on the efficiency in decision making and monitoring the pace of processing through use of inbuilt alert systems and reports. This would lead to integration and seamless exchange of information across departments on a need-to-know basis with decision support system, Prasanna said. To Hon.Chief Minister, Hon. Chief Secretary, Hon. Principal Secretary , Revenue & Forest ,GOM Maharashtra Respected Sir
We are deeply shocked on todays unfortunate incidence of burning alive Additional Collector, Malagaon late Yashwantrao Sonawane, who is reported badly beaten before setting ablaze. This is cruelty against humanity and challenge to rule of law. This is happening for the first time in the history of peaceful Maharashtra and symptomatic of grave dangers of rule of law.
We all Revenue Offices are in deep pain and agony. Mr. Yashwantrao Sonawane was a very calm, cool and upright officer and this has sent shock across all cadres not only revenue officers but across all services. Are officers working in field safe at all ? there are every now and then attacks by SAND MAFIAS , PDS mafias, NOW OIL MAFIAS AND MANY MORE. We all revenue officers are unanimous on not working for one day ----on 27th January 2011 in protest to attract attention of Government to seriousness of safety of its officers and employees . On behalf of all associations of revenue officers, I am intimating this as a notice to Government. Our demands:
1) Police need to be more aggressive against such offenders, they must deter to do such type of crime.
2) Stern action against offenders......MCOCA like action
3) Indepth inquiry of malpractices of OIL mafia.........in question including involvement of oil cos.-
4) Govt.to have policy for safety and security of its officers and staff. Now this has happened with Additional Collector......the prestigious institution of Govt. Administration..... this can happen with anybody in village or at any place....................... Today Additional Collector, Malagaon late Yashwantrao Sonawane, badly beaten abd urnt alive by Oil Mafias near Manmad while he was investigating malpracatices and petrol adulteration . All Revenue Officers and staff strongly condemn this coward attack against humanity.
We are shocked by this brutal attack and all are furious over the state of affair of rule of law in our state. Police need to be more aggressive and create deterrence of rule of law in the minds of law breakers.
All Revenue officers are unanimous on closing down work on 27th January 2010. Please spread this across the state. All get together, protest peacefully and let us try to make Government aware that we all Government officers and employees are working in a very insecure state . Every now and then there are attack on officers who are working in field. All law breakers, black marketeers of PDS, Minor Mineral, Petrol and Oil need to be tackled very aggressively.
Let us all press it, all other Government officers, employees associations and Gazetted Officers Associtions have pledged their support, this is a common cause for all.......we want secure workplace......safe and secure administrative maharashtra..........

Maharashtra shocker: Addl Collector burnt alive for opposing oil mafia
Mumbai: In a shocking incident, Additional District Collector of Nashik, Yashwant Sonawane, was burnt alive on Tuesday for cracking down on the oil mafia operating in the vicinity of Panewadi oil depot near Manmad town, 75 kilometres from the district headquarters.
As per reports, at around 11.30 am, Sonawane, who was going on an official tour, reportedly saw some suspicious activity going on in the vicinity of the oil depot – the area is infamous as a hub for oil adulteration.
He got down from his car to further probe the matter but was cornered by members of the mafia who, reportedly, beat him up, and then set him on fire in broad daylight. His body is still lying at the spot.
At the time of the incident, he was said to be accompanied only by his personal assistant and without any police cover.
Some reports claimed that he was raiding the area as per plan that information was leaked to the mafia about his movement leading to the tragic incident।
The attackers fled after the incident. Police have launched a massive manhunt to track and arrest the attackers. There are also reports that one of the attackers has been arrested but there is no official confirmation at the moment.
